2023:

  • 5% to 6% Wage Increases retroactive to July 1, 2023

  • Step Increases for all eligible employees

  • New Step 18 on the wage scale

2024: 

  • 2.5% Increase to the scale 

  • Step Increases for all eligible employees

  • New Step 19 on the wage scale

2025:

  • 2.5% Increase to the scale

The Doctor’s Clinic - We Need Wage Increases!

We continually have to explain to Management that the 6% they contribute to the 401K does not pay the rent or put food on the table. Although these benefits are valuable, the job market has become too competitive for Management to ignore. We are the people who work directly with patients every day—we are the reason The Doctor’s Clinic is successful.

PAY US COMPETITIVE WAGES!

Management claims we have very little turnover, but we know we are often working short. The result is ongoing staffing problems. There are many job postings, particularly for MAs. Competitive wages and premiums will help us recruit and retain workers.

There are problems within some clinics. We are asking for a Labor Management Committee to create a dialogue between workeArs and Management, to address these issues.

The ball is in Management’s court. We are waiting for a response to our economics.

We bargained on Wednesday October 4 and gave Management a plan to get better wages in people’s pockets but Management believes they are currently paying competitive wages. They think a small wage increase for the next three years will make people happy. We do not agree.

We know our value and understand that The Doctor’s Clinic is making money. Collectively, we need to send a strong message to Management that we are worthy of their respect

We bargained with TDC Management on September 19 & 22. We have given them strong contract proposals that will raise wages and improve working conditions for everyone.

Management has responded to some of our proposals but they have still not given us a full economic proposal. We have been very clear with Management that wages at TDC are below other healthcare clinics and hospitals in the area.

Our team proposed that we meet regularly for Labor Management Meetings, to work through issues as they come up. Management responded by saying this is unnecessary, they respond when people come to them with concerns. Is that right? Do your issues and concerns always get addressed and resolved?

We are bargaining again Wednesday September 27.

Making progress towards a strong contract

We want a better place to work and on Friday, August 25, we bargained over changes to the contract that will vastly improve The Doctors Clinic. Our Bargaining Team feels strongly that Management needs to be more transparent and willing to work with us.

We have proposed changes to the contract language on staffing to allow all of us to give input on our schedules and workload. We have also proposed a Labor—Management Committee to work through problems as they come up. We have discussed additional hours, job postings, floater rotators, the safety committee, the layoff process, Union Stewards, discipline, and the grievance process.

Everything we are working on helps Management be better partners and allows us to have a say in the process. We are bargaining again September 19 and 21 and will be focusing on wages, and benefits.

The Doctors Clinic - Contract Vote Scheduled

Your Bargaining Team has finally reached an agreement with The Doctors Clinic. Management was initially opposed to many of our demands, however, a safety focused campaign successfully pressured TDC to come to the table and reach a deal. 

The tentative agreement includes: 

  • Wage increases retroactive to August 1,

  • Increased Paid Time Off (PTO) accruals,

  • NEW safety committee language,

  • NEW floating holidays that YOU schedule, 

  • NEW COVID-19 language, and more.

Now it’s time to vote to approve your new contract! Due to the current health crisis we will be conducting the ratification vote through mail-in ballots. We will be sending out a vote packet with your ballot and a summary of the proposed changes to the mailing address we have on file. 

Please reach out to your Union Representative if you do not receive your vote packet by September 7.


We will be holding a contract vote meeting to explain the tentative agreement via Zoom on Monday, September 14 from 8AM – 9AM, 12PM – 1PM, and 6PM – 7PM.

Your Bargaining Team met again with Management on August 14 and significant progress was made towards an agreement. After days of little movement from the Employer, we were surprised by a sudden change in tone as they moved on many important issues. 

At this session we were able to win a new certified perioperative nurse premium, increased weekend premium, per diem wage differential increase, increased PTO accruals, and new floating holidays that YOU have the power to schedule. There was also hopeful movement on the Employer’s proposed wage increases that, while still not nearly enough, is a step in the right direction. 

While these economics victories are great, they don’t compensate for the Doctor’s Clinic’s failed safety response to the COVID-19 pandemic. Last week the Union sent out a “Pandemic Safety Survey” to members at TDC and we received many responses that detailed unsafe working conditions. The stories were horrific and ranged from a shear lack of personal protective equipment to people regularly entering the clinic without being screened for COVID-19. 

When we shared your stories (anonymously) Management responded by saying they “appreciate the information… but we think we’ve done a good job responding to the crisis.”

We think it’s time for Management to step up to the plate, take ownership for their failures, and work with their employees to create a safe working environment. Having Management resolve these safety issues would be more important than any amount of hazard pay as our health & safety cannot be bought! 

The Bargaining Team will meet with Management again this Friday August 21 in hopes that we continue the momentum and come to an agreement soon.

Our Bargaining Team met again with Management on July 29 and were severely disappointed with Management’s behavior. While we work to address current issues, Management has consistently stonewalled any attempt at progress. It’s becoming increasingly clear that The Doctor’s Clinic didn’t come to the table with the intention of bargaining in good faith.

Among the many points of frustration were wages, as the Employer—who originally refused to provide a counter offer until we pushed back—slightly raised their proposal to 1%, 1.5%, & 2% for each year of the contract. This is an insulting proposal that ignores the new hazards we face with COVID-19, would make the Doctor’s Clinic significantly less competitive, and is much less than what other UFCW 21 contracts received this year.

To make matters worse, the employer has proposed new language to weaken the Union and our Bargaining Team’s power to win strong contracts and improve the workplace. We cannot stand for this attack on workers especially as Management proposes ridiculous wage increases and is failing to properly protect us from COVID-19.

We will take to the streets and unmask the Employer’s behavior to a community that has always stood in solidarity with workers under attack. Please bring your friends and family to our “CHI Unmasked Banner Action,” where we will have banners and signs that ask the community to support our fight for a fair contract. This will be a joint action with our fellow members at Harrison Medical Center who are dealing with similar issues in their own contract negotiations.

Your Bargaining Team met again with Management on July 22. We made progress during this session as the Employer finally provided a reasonable counter to our COVID-19 Memorandum of Understanding (MOU). While we are still working on the details, the Employer has shown willingness to accept our at-risk leave of absence, language regarding at-work exposure, pay for Employer mandated quarantines, and proper notification to employees when they have been exposed to COVID-19. 

We also presented our initial economic proposal, which included significant wages increases. After researching wage standards in the area, it became clear that we needed an aggressive proposal to account for the extreme disparity in wages at the Doctor’s Clinic compared to market standards.

However, the Employer responded to our economic offer by proposing an outrageously insulting 1% across the board wage increase for each year of the contract. Management’s proposal would worsen the already poor market competitiveness of the clinic’s wages, cripple recruitment and retention, and fail to keep up with inflation and cost of living. 

Furthermore, as Essential Workers who are risking our health & safety everyday at work, at the very least the Employer should recognize these hazards with a respectable wage increase. 

The Bargaining Team finds this proposal unacceptable and we will fight for the fair contract that we deserve. We would like to invite you to our virtual Contract Action Team (CAT) meeting this Friday, July 24 at 6PM, where we will discuss next steps in our fight for a fair contract. We return to bargaining on July 29.

Your Bargaining Team met again with Managament on July 17 and little progress was made. While the Employer made movement on some issues, such as job postings, they categorically rejected most of our proposals. 

The Doctor’s Clinic has said NO to: 

  • Leave of absences for employees who, according to the CDC, are most at-risk for COVID-19

  • Hazard Pay: Employer claims that the hazards we face during the pandemic “are the nature of our work”

  • New Emergency Preparedness and Response Team: A committee that will ensure we are better prepared for future emergencies

  • Easier access to our Long-Term Illness Bank

  • 1-to-1 credit for past experience, applied to new hires to aid with recruitment

We are disappointed by Management’s unwillingness to thoughtfully consider these proposals that were designed to create a safer working environment at The Doctor’s Clinic. We will continue to push Managament on these issues while, at the same time, working on our initial economic package.

Harrison Community Caravan Takes the Streets of Kitsap!

The UFCW 21 Harrison ProTech Bargaining Team was joined by UFCW 21 Kitsap Movement Builders, UFCW 21 Doctor’s Clinic & grocery members, as well as the Kitsap Central Labor Council and political and community leaders for an inspiring, powerful, creative and ultimately very noisy action from Bremerton to Silverdale on Tuesday, July 14.

UFCW 21 members shared what is happening in our workplaces, the risks to our safety and how we are doing everything we can (including making our own personal protective equipment) to keep ourselves and our colleagues safe. We asked community to join our campaign asking CHI to do better in terms of health care, wages, PPE, and other important safety protections. Then about 40 cars decorated with streamers, paint, and signs saying things like “Protect Health Care Workers, Protect Our Community” and “Honk for Healthcare Workers” circled Harrison Medical Center in Bremerton, getting waves from health care workers on break and passers by. We then beeped our way, in formation, over to Silverdale, where we did the same thing at Harrison Medical Center there.

We wrapped up the action with a reminder for everyone to sign on to the petition which health care members will be delivering at the end of July. Please sign and share, so that CHI has no doubt that the Kitsap Community is horrified about what is happening to our health care workers and expects CHI to do the right thing!

We as health care workers are the ones that really have the knowledge, not the administration. The biggest thing in this pandemic that’s been really scary, as a health care worker, is that we’re now carrying around our PPE, which most of us have had to go out and purchase ourselves. We’re in the ER and we’re wearing these masks for more than 3 weeks, masks that were originally meant to be to be one-time use per patient. Six months ago, we were changing out our gowns, goggles, masks, between every patient and now we’re using it for weeks on end. I’m just asking for the community to support us on this. In order for us to take care of you, we need your support to take care of ourselves, too.

We are also bargaining for a fair contract right now. The Doctor’s Clinic is owned by CHI, so we’re all in this together, and they’re doing the same things to us. They said we don’t deserve hazard pay because this is the job we signed up for. Let me tell you—this is not the job we signed up for! I’ve been here for Ebola, I was there for H1N1, this is a whole new world for everyone. This beautiful garbage bag I’m wearing today? I’ve been making these myself, for our own protective equipment. We didn’t get the kind of protective gowns we were supposed to have, so I took some garbage bags and figure out how to iron them together. I’m very proud of this, but I’m also extremely angry. I did it to protect myself and my coworkers, but I should not have had to do this. I bought the garbage bags myself. If we go down, we can’t protect the community, so we need to be protected.

I’ve been in the grocery industry for a long time; this is a tough time for essential workers. We’re keeping our communities fed, supplied, healthy, and cared for in the middle of a global emergency, and we’re proud to do it. But we also need to be kept safe at our jobs. As a patient of this Kitsap health care system, I know the safety of these health care workers affects my safety. If me and my coworkers get sick, our community food supply chain gets messed up. I know if health care workers get sick and can’t work, our access to good quality health care is affected. Essential workers in this stand together, stand for each other, and stand for the community.
