PRMCE RN - Providence Rejects Better Scheduling Language!

On January 20, we met with Providence. We proposed increases to annual wage increases, shift differentials, certificate pay, weekend pay, stand-by pay, and callback pay. In the past year, short-staffing has been rampant throughout the Hospital. It is clear to us that Providence is having difficulty hiring and retaining nurses.

Also from your feedback in bargaining surveys and contract action team meetings, we have heard that wages and proper staffing are the two things we should be fighting for. Until this date, Providence has continued to pushback on our contract changes. Our goal is to win better contract language which gives us the opportunity to give feedback to Management regarding staffing, unit restructures/mergers, and scheduling.

Providence will not agree to our language unless we pressure them. One way to pressure them is through legislation in Olympia. UFCW 21 along with other healthcare unions are lobbying to pass a financial transparency bill which forces hospitals to be transparent with their finances. We have launched a financial transparency petition to support this bill and are using this petition to hold Providence accountable for the COVID-19 government relief money they received in 2020.

We are asking that you please sign onto this petition and take a stand with Providence caregivers from Centralia and St. Peter’s. We will have a contract action team meeting to discuss bargaining on January 26 at 8pm.

Providence Centralia - Providence Is “Not Interested” in Appreciating the Work of the Techs!

On January 5, we met and bargained with Providence. We presented the “holidays” article, which dictates holiday pay for the entire unit. In all the economic, monetary-related, articles we have proposed, our objective has been to memorialize or improve current practices. Providence has rejected our economic proposals and proposed very weak contract language which allows them to change practices at any time! We are now starting to discuss more economic proposals and anticipate that Providence will continue to reject our proposals if we do not take action!

Today, we told Providence that we believe that the entire Technical Unit deserves an extra shift bonus like the RN unit at PCH. The PCH RNs have been offered an additional bonus for picking up extra shifts during the COVID-19 pandemic.

Providence has offered a similar agreement to the Technical Unit at Providence Regional Medical Center Everett (PRMCE) and has proposed a similar bonus for the Respiratory Therapists at PCH and PSPH. While we are greatly appreciate that Providence has recognized the critical and dangerous work the Respiratory Therapists are doing during the ongoing pandemic, we are disappointed that Providence has failed to recognize the other Technical Unit members who work alongside Respiratory Therapy and the RNs. We believe that this is another attempt on Providence’s part to divide us and weaken our solidarity as we work to secure a fair first contract.

Providence told us that they “are not interested” in offering an extra shift bonus for the frontline Technical Unit members who work tirelessly with Respiratory Therapists and RNs to provide critical, lifesaving care to patients. Providence has the resources to take care of its workers, but only if we hold them accountable. We ask you to stand with us, and sign a petition and demand that Providence does the right thing: Protect the Frontline, and not their bottom line!

Providence St. Peter Hospital - Providence, We Want to Improve PTO/EIB, Not Reduce It! Shame on PSPH!

On December 15 and 16, we met with Providence and discussed EIB, leaves of absence, and union access. We were able to reach a tentative agreement on union access. This allows for a union representative to visit the Hospital in public areas and allows a union shop steward to attend new employee orientation in order to introduce members to the union.

Management is moving forward with the retirement of EIB and a new PTO plan which results in a lesser PTO accrual. We have demanded at the table that they hold off on this plan until we have an agreement at the table, but they have refused. We are taking legal action and will be informing the community about Providence’s plan to decrease time-off and extended illness time during a pandemic.

So far, we have agreements on about half of the contract and are starting to discuss economic issues like EIB/PTO, wages, and other benefits. We know that these articles will be very contentious! We must take action! We will be planning more public facing actions and involving the community and political groups around the Olympia area. Also we are working in coalition with other healthcare unions to hold Providence accountable for their lack of financial transparency around COVID-19 relief money.

Our next bargaining sessions are on January 19, 22, and 26. We will have a contract action team meeting with a bargaining update on January 4 @ 6:30 PM via Zoom and will discuss public facing actions.

Providence Centralia Hospital Support Service - Providence Ignores Our Demands and Will Eliminate EIB January 1!

On December 9, we met and bargained with Providence. In our last bargaining session, we made a proposal to keep our EIB/PTO, but Providence has not responded! Instead, they presented their new PTO plan which would eliminate EIB. Our position is that Providence should not implement the new plan until we bargain over PTO/EIB and it is a change to the status quo. Under the National Labor Relations Act, employers cannot change policies or procedures, the “status quo,” after a workplace has unionized. Because of this, we have demanded that Providence not implement their new PTO plan until we reach a contract agreement!

Their new PTO plan will 1) freeze your EIB accrual 2) reduce your PTO accrual rate, especially for employees with 10 years or more of service 3) your PTO will also be used for sick time 4) their short term disability plan provides wage replacement only if you are on medical leave and doesn’t apply if you are on leave for a family member. In addition, WA State Paid Family Medical Leave (PFML), which Providence is calling “short term disability” is a state-run program which all Centralia employees can currently use for 12 weeks with partial wage replacement and use their EIB to reach 100% wage replacement. Providence is selling this program as an additional benefit, but the reality is that all employees can access this program and employees are paying into the PFML program.

In addition, we exchanged proposals around recognition of the bargaining unit, union access, grievance procedure, no strike/no lockout, and management rights.

PRMCE - Providence Says We Are “Unprepared!” Providence, You Are Unresponsive!

On December 7, we met with Providence and expected that they would have thoughtful counterproposals. Instead, they responded with current contract language and called us “unprepared.” We were more than prepared and take bargaining seriously. After all this is OUR union contract, which affects OUR workplace, livelihood, and families.

Providence has responded to several contract proposals with current contract language. With these proposals, they are signaling that they intend to do what they proposed back in springtime. They want to essentially extend the contract with current language and provide a wage increase. The reality is that this is not a suitable solution.

We currently have several open and past grievances around language interpretation like management rights, definitions, employment practices, seniority, hours of work and overtime, compensation, and nursing education/license. Given this, we need to change current contract language to avoid future grievances. We don’t agree with Providence that the status quo is working. It clearly is not!

We currently have made many thoughtful proposals and hope Providence starts listening that current contract language will not due!

We will have our next contract action team meeting on December 15 @ 8PM where we will be talking about bargaining more in-depth. Also we will be launching a financial transparency petition at Providence Centralia, St. Peter’s, and Everett to hold Providence accountable. We will also have a banner action in the next two months to stand in solidarity with the other hospitals during bargaining.

Providence Centralia Hospital - We Are Essential Workers! Providence Treat Us With Respect!

On Wednesday, November 18, the Bargaining Team met with Providence. During negotiations the Hospital, rejected closed shop union membership language and continues to reject other union security language.

It is important that we obtain strong union security language so we can enforce the collective bargaining agreement and empower the unit. If we agreed to the Hospital’s proposals around union security and membership, it would result in having no union members and would deteriorate the collective bargaining agreement. The RN unit had weak membership language in past contracts and this resulted in the Hospital offering lower wage increases compared to the RN unit at St. Peter’s.

In addition, we made proposals on EIB and PTO. The Hospital’s position is that they will move forward with the changes to EIB/PTO because these changes were announced before the unit unionized. Our position is that the Hospital should wait to implement any changes and we need to bargain over EIB/PTO. We will be looking into legal avenues to delay the implementation of the program. 

One of the Bargaining Team’s priorities is ensuring we protect EIB/PTO. In order to achieve this we will need to take action and show the Hospital that we are willing to fight to keep EIB!

One way to take action is by wearing a sticker and posting a sign in your car while at work. The Hospital continues to reject our proposals, which are similar to the current contract language of the RN unit at Centralia. The Hospital is intent on curtailing our union rights through our contract. Although we are a newly organized unit, we believe that our unit deserves the same benefits as the RNs.

The only way we will win those benefits is by showing the Hospital that we are united and willing to fight for our benefits, like EIB. In our last session, the Hospital stated they are going to move forward with the new EIB program as of January 1, 2021. We believe that they cannot move forward with that plan and they must maintain current policies until we have reached an agreement, according to the National Labor Relations Act. As so, we will be pursing every avenue to prevent this change from taking effect.

In our next bargaining session, the Hospital will be making a presentation around EIB/PTO and we expect this article to be contentious. In addition, we will be distributing a petition to request the Hospital be transparent about their finances, especially since Providence received COVID-19 relief money from the government.

Providence St. Peter Hospital - We Are Moving Onto Economic Issues!

On October 12 the Bargaining Team and Providence met and bargained. We were able to reach agreements on just cause, Management’s rights, grievance procedure, no strike/no lockout, successorship, and safety language. These are core articles in all union contracts and now we will be moving onto leaves of absence and economic articles like the definition of a full-time and part-time worker, EIB/PTO, and premium pay.

We anticipate Providence will push back on our economic proposals, so we must organize! We will have a car sign action on October 28 to show Providence we are united and ready to fight to keep EIB and obtain competitive wage increases. Providence Everett and Centralia and community groups will take part in our car sign action. Providence St. Peter - Making Progress on Core Articles!

It is clear that our workplace actions are working and Management is interested in a deal. But we must prepare to fight for our EIB and wage increases. Because of this impending fight, we sent out a letter to several community groups informing them about our contract negotiations and asking for their support! We will be having meetings with them to discuss how they can help us obtain a good first contract and keep our EIB!

On September 23 and 24, we met with Hospital Management and worked on five articles which cover Management’s right to change working conditions, disciplinary standard of “just cause,” grievance timelines, health and safety language, no striking during the life of the contract, and notification to the Union in case of a change in ownership.

These are core articles in all Union contracts. It is important that we have an agreement on these articles before we move onto economics, like wages, premium pay, health insurance, etc. 

We will be holding a Zoom contract action team meeting/townhall to discuss bargaining in greater detail. In addition, please share the community letter which is posted on our PSPH Tech Facebook group.

Providence - Providence, We Will See You at the Bargaining Table!

Early June 2020, Providence Everett approached us and asked if the RN unit would be interested in extending the contract through June 2021. Currently the Providence Everett RN contract expires October 31, 2020. Providence offered a 4% increase (split in two payments), implementing paid parking on 2021 for all bargaining units, and starting talks to eliminate/replace EIB. We took this offer to the members and on August 20th, the RNs overwhelmingly voted down Providence’s contract offer!

All bargaining units at Everett, oppose paid parking and eliminating EIB. As the largest unit at Everett with about 1,500 members, the RNs have demonstrated to Providence that an increase for one unit will not be divide the units and change their minds on paid parking and EIB.

Voting down the contract was the first step in our contract campaign! Next we will be sending out bargaining surveys via email/mail, requesting financial information from Providence, and requesting for bargaining dates. 

Also, the Everett RNs will be joining three newly organized Providence units at the bargaining table: St. Peter Technical unit, Centralia Technical unit and Support Services unit. Together we will have about 2,500 Providence union members at the bargaining table.

Last year, the other Providence units were able to keep EIB and win a good contract because they were united! All four units will be fighting together and showing Providence that a fight with one unit is a fight with all! It is especially important that St. Peter and Centralia win a good first contract in order to keep across the board contract standards and show other non-organized Providence units that when we organize, we win!

We have had two bargaining sessions with Providence. We have proposed language that establishes our general working conditions. Providence countered with their own definitions which don’t reflect what we currently have in-place. This made it very clear to your bargaining team that Providence does not take us seriously. They have shown us they are willing to take whatever steps needed to prevent us from having a strong and effective contract.

We have decided that we need to take collective action. This action will show Providence that we are NOT afraid, we are NOT weak, and we will NOT be bullied.

Our landslide vote was just the beginning. We need to continue with this momentum.

Our next bargaining session is on July 28, 2020. As we move onto crucial proposals such as wages, PTO/EIB, and retirement we need to build our strength! Your bargaining team has decided, given with the current times, to show our solidarity by wearing face masks with the UFCW 21 logo. By wearing the face mask, we will show Providence that the Techs stand united and are willing to fight for our futures!

We will be passing out the masks prior to our Stand Up to Providence Action on August 4th & 5th, 2020. We have chosen those days because we will be bargaining with Providence on August 6, 2020. This action is crucial as it will influence how Providence responds to our proposals. Please remind your co-workers of the upcoming dates and to wear their masks! We will also be asking the RNs to stand in solidarity with us and wear UFCW 21 masks. The RNs are a large and powerful group and their support will show Providence that we are not alone!

In addition, Providence is currently regrouping from the contract fight last year. UFCW 21 represented nine nursing, professional, technical, and service bargaining units and authorized a strike in coalition with SEIU and WSNA against Providence. Because of this, they were able to win a strong contract! Recently Providence Centralia’s Technical and Service units have voted for UFCW 21 to represent them and will be in negotiations at the same time as us. This is good for us and Centralia. Also, Providence Everett RN contract will expire this year and they will be bargaining at the same time as us. We will have strength in numbers, strength in the desire to prevail, and strength in timing.

Please know that your bargaining team is working for you, but we can’t do this alone. Encourage your fellow coworkers! Anyone you see wearing the UFCW 21 face mask or UFCW 21 apparel, give them a nod or wave. Spread the word by posting on both the RN and Tech FB page, thank a nurse or anyone you see supporting us because this is truly just the beginning.

The Tentative Agreement reached held the line on every one of the employer’s takeaways including: 

  • NO cuts to our paid time off/sick leave that would have taken millions of dollars from years of our earned benefits

  • ONLY accepting the new leave system after significant improvements and where it benefits us—at Holy Family and St. Mary’s

  • NO changes to our health care

We fought for and won: 

  • Improved safety standards for workers so we can be safe at work

  • Improved staffing levels so we can take care of our patients with enough co-workers on shift

  • Significant wage increases for every scale so we can better recruit and retain high quality staff at all our hospitals 

  • Ratification bonus payments  

  • Many market adjustments and increases to premiums to make sure we are fairly compensated and our workplaces remain competitive

  • Better language in our contract to increase our power as unionized workers so we can stand up to Providence in the future and push back against their attempts to intimidate

  • Lines up contract expirations in a way that will allow us to take action together in greater numbers in the next round of negotiations

BACKGROUND:

We started out as nine different negotiations across our one union. For months we got essentially nowhere and we were suffering from an increasing number of Unfair Labor Practices. Then we started to turn that around. We coordinated actions across our union, took strike authorization votes and developed a Unity commitment with SEIU Healthcare 1199 NW and WSNA. We worked together and ramped up the pressure on Providence to change. They still didn’t move. And then just hours before we collectively would have issued our 10-day notices to strike, we had a breakthrough. Together. This was followed by around the clock negotiations and ongoing unity that resulted in historic Tentative Agreements being reached across all of our bargaining units. We did it together. We remain committed to supporting SEIU healthcare 1199 NW until they reach a Tentative Agreement. And we are committed to keeping up with this collective spirit to enforce our contracts and negotiate together again in years ahead.
