Member Story: Silverdale Produce Clerk Tiiu Napp Finally Feels at Home

When Silverdale Safeway Produce Clerk Tiiu Napp learned that she will become a US citizen in July, she broke down in tears. “I had no idea I would react like I did, but I cried I was so happy,” she said. “This is my home and I wanted to be a part of it.”

Tiiu’s parents fled Estonia during World War II and settled in Canada, where she grew up until she immigrated to the US. After becoming a permanent resident, she landed a job as a mail carrier on a rural route for the United States Postal Service (USPS). When she retired from USPS, she got the job at Safeway and became a UFCW 3000 member.

Though she has wanted to become a citizen since she arrived, high costs and a complicated process presented major hurdles. But when she got more involved in our union during the 2025 grocery bargain, she discovered a union benefit that helped her clear those hurdles at last.

During the grocery campaign, she asked UFCW 3000 staff about Union Citizenship Action Network (UCAN), an initiative that our UFCW International runs in partnership with our local and others. The longstanding program provides legal counsel and paperwork assistance to help members complete the citizenship application in short order.

For Napp, the process felt straightforward. After learning more about the program, she signed up for a UCAN workshop, where she met with her Union Representative and another staff member. She said the staff helped explain the forms to her and clarified any questions she had. After wrapping up the paperwork, she attended an in-person interview. Once she cleared the background check, she received her date to take her oath of citizenship at the Department of Homeland Security’s offices in Tukwila.

When she got that notice, she said she felt overjoyed, relieved, and grateful for the help. “Had I done this by myself, it would have cost me a lot more money and caused a lot more stress. Our union made such a huge difference in helping me get this done,” she said.

“I am honored to be a part of this union,” she added. “There is such a huge power when workers come together collectively.”

Kroger to Close Two Additional Fred Meyer Stores in Puget Sound Region

No, this is not the same press release our union issued yesterday.

Kroger, the Ohio-based corporation that owns QFC and Fred Meyer, plans permanently to close two additional Fred Meyer stores in the Puget Sound region on October 17 and 18, affecting 343 workers.

The stores currently serve Lake City (13000 Lake City Way NE; 175 workers affected) and Redmond (17667 NE 76th St; 168 workers affected).

The company claims that those facilities represent some of the region’s lowest performers in terms of sales.

Today's announcement comes one day after the corporation announced plans to close Fred Meyer locations in Kent and Everett. All told, the closure of these four stores affects 703 workers.

In July, the company also announced plans to close a Tacoma Fred Meyer and the Mill Creek QFC. The announcement today raises the number of Kroger-store closures in our region to six.

We will sit down with the company to bargain over these changes in the coming days.

Our union contracts stipulate that Kroger must offer workers placement in equivalent positions at nearby stores, in accordance with their union seniority.

These closures apparently align with Kroger’s plan to shutter stores in low-sales areas and open stores in potentially high-sales areas, with new Kroger stores scheduled to open in 2026.

This strategy raises serious concerns about food access for working class communities. Three out of the four stores Kroger plans to close are located in zip codes with incomes that rank below their respective county’s household median income.

“In this era of mass consolidation, many of the workers we represent have come to expect this kind of callous, out-of-touch corporate management style from Kroger, but staggering store closure announcements that impact hundreds of workers and thousands of our neighbors over the course of two days is really something else,” said Faye Guenther, UFCW 3000 President.

She added: “Kroger’s closures put profit over people, plain and simple. This corporate strategy might please Wall Street investors, but we know it’ll create food deserts in our neighborhoods and disrupt the lives of hundreds of workers already displaced by a housing affordability crisis now ten years in the making. Without a doubt, these issues will lead our agenda when we return to the table with Kroger and Albertsons in 2027. In the meantime, our union strongly encourages elected leaders to prioritize policies that increase access to fresh, affordable food for all.”

In response to statements from Kroger attributing closures to crime, Bryan Gilderoy, a produce clerk who has worked at the Fred Meyer in Kent for 15 years, said: “From what I can tell in the store, crime has calmed down since COVID. Kroger added security after we demanded it, and things have gotten way better. As a matter of fact, a regular customer came in just yesterday and told me she comes to this store because she feels safest here.”

Washington State Governor Bob Ferguson said, “My office is watching this closely. The closure of six grocery stores in the Puget Sound region creates a lot of uncertainty for the workers and communities who depend on these stores to feed their families. In the coming months, we will be talking to workers and communities about their needs and build on the work we've been doing to make housing and food more affordable in Washington.”

Seattle Congresswoman Pramila Jayapal said, “Food deserts aren’t a natural phenomenon—giant grocery store corporations create them when they put their bottom lines over the health and well-being of our communities and workers. Closing stores will put people out of work and make it harder for families to put food on the table – all for the benefit of corporate shareholders and even as CEOs take home millions in pay every single year. I founded the Monopoly Buster’s Caucus in Congress to fight back against this exact kind of treatment of working-class people – consumers and workers – and we’ll be fighting to ensure that everyone has access to quality, affordable food.”

Background

On a June 20, 2025 earnings call, Kroger Interim CEO Ronald Sargent explained the context of the closures this way: “Unfortunately, today, not all of our stores are delivering the sustainable results we need. It's also important to note we paused our annual store review during the merger process ... We usually evaluate individual store performance on an annual basis, and we continue to do that, but we deferred closing any stores due to the merger process.”

Between 2022 and 2024, Kroger spent more than $1 billion in an attempt to merge with Albertsons, which owns Safeway and Haggen, among other banners.

After UFCW 3000 grocery store workers launched a campaign to stop that merger, judges blocked the $25 billion deal in December of 2024. That same month, Kroger announced $7.5 billion in stock buybacks.

Following the failed merger, C&S Wholesalers sued Kroger, claiming Kroger owed the company $125 million. Kroger settled that suit last week on August 11, 2025.

In 2024, Kroger saw a 77% higher net income and 63% higher operating income than they did in 2019, according to company filings (London Stock Exchange Group).

After authorizing a strike in June of 2025, this July grocery store workers in the Puget Sound region ratified a new contract that won first-in-the-nation language to address staffing issues, secured our union healthcare and pensions, and gained some of the largest average annual wage increases we have seen.

UFCW 3000 is the largest private-sector union in Washington State, representing more than 55,000 workers in grocery, healthcare, cannabis, retail, food packing and processing, and textiles and laundry, among other industries. We represent nearly 30,000 grocery workers in Washington, eastern Oregon, and north Idaho.

With our few Tentative Agreements, we would be able to have the option to cash out 5 vacation days if we are unable to use them due to the needs of the business. We continued to propose livable wage increases with the high inflation we have all felt the effects of, but the company came back with wage proposals that were not sufficient to our team. Grocery East Tentative Agreement Reached!

Member Bargaining Committee recommends a YES vote! 

After months of strike preparation, store actions, and long negotiation sessions, our member bargaining committee reached a fully recommended tentative agreement with Safeway/Albertsons and Kroger on a new contract. This agreement has dramatic gains for Eastern Washington, Oregon, and historic gains for unionized grocery stores in Idaho.

Coalition of UFCW Local Unions Raise Concern and Caution About Kroger/Albertsons Divestiture Deal with C&S Wholesale Grocers

Des Moines, WA – Today, a coalition of United Food & Commercial Workers local unions in fourteen states and the District of Columbia representing more than 100,000 Kroger and Albertsons workers released the following statement regarding the announcement of a divestiture deal to sell hundreds of Kroger and Albertsons stores to C&S Wholesale Grocers:

“We have raised alarms about the proposed Kroger/Albertsons merger from the very beginning— from threats of store closures, higher prices and reduced competition, the harm to unionized workers’ ability to negotiate strong contracts, as well as the negative ripple effects lower union density would have on workers throughout the grocery industry. News of a possible deal with C&S to buy hundreds of stores as part of the proposed merger in no way reduces those alarms. Indeed, in many respects this announcement raises the level of concern for our members.

“Workers and shoppers have been seriously harmed by large-scale sell-offs in the past, orchestrated as part of a potential merger. It was only in 2015 that private equity-owned Haggen acquired a large number of stores as part of a divestiture scheme to appease antitrust regulators in the Albertsons/Safeway merger. It took less than a year for that company to go bankrupt and for Albertsons to pick up the very same stores it had divested for a fraction of what Haggen paid less than a year before, thus undoing the remedy to resolve antitrust concerns. Moreover, thousands of workers lost their jobs and were forced to start over. Today’s announcement of a nearly identical divestiture scheme is a troubling sign that history could repeat itself.”

Our Richland Bargaining Team met on August 16 and 17 and exchanged many proposals with the company including; arbitration procedures and grievance processes, workplace safety language, union security guarantees, just cause protections, paid holidays, sick leave and other important issues. We are very close to an agreement on many of these critical matters. We have dates set in September to continue negotiations with the employer over these critical issues.

Our team continues to fight for:

  • Fair wages with an enforceable wage scale and increases.

  • Affordable and quality health care that cannot be changed without the agreement of our union team.

Tentative Agreement Reached with Albertsons/Safeway, Negotiations Continue with Kroger to Ensure All Our Grocery Store Workers Get Treated Fairly

After months of preparation and workers taking action, marathon bargaining sessions led to a tentative agreement with Albertsons/Safeway, at 3 AM on April 14. This followed four long days of negotiations last week. Our Team will return to the bargaining table with Kroger on Tuesday, April 19. Members at our Kroger stores should continue to prepare for our Informational Pickets on 4/26 to take action on Kroger so we all gain the respect, protection, and pay we deserve. We will all stand united until we all win.

This historic agreement with Albertsons/Safeway is a direct result of our actions and commitment to fighting for essential frontline grocery store workers and serving the communities in which we live since long before COVID. Essential grocery store workers from UFCW in Colorado, California and now here in our State of Washington are gaining some of the respect, pay and protections we deserve.

This is a Tentative Agreement and is not final until you vote to accept it. We will be scheduling votes for Albertsons/Safeway members the week of April 24 through April 30. Exact dates, times and locations will follow soon.

  • HIGHER WAGES: Exceeds the best wage increases in our union’s history, including hard money at the top of the scale and new money throughout the pay scales.

  • ADDRESSING PAY EQUITY ACROSS DEPARTMENTS: For years we have been working toward fundamentally changing pay scales so that underpaid departments are paid more equitably. This Tentative Agreement has significant wage increases for all perimeter departments such as Deli, Coffee, Bakery, E-Commerce, Floral, GMHBC, and Fuel, with integration onto a higher paid All Purpose Clerk scale.

  • PROTECTING OUR HEALTH PLAN: For another three years there will be no increased costs for members for our quality, affordable health care. At the same time we were able to negotiate improvements to health, vision, and dental insurance.

  • KEEPING OUR PENSION SECURE: Our pension continues to be well-funded and secure into the future, including increases in employer contributions to our pension as our wages go up.

  • IMPROVING SAFETY: We won mandates for our Master Safety Committee Meetings so we have pre-scheduled meeting dates where our employer will discuss our safety concerns directly with worker representatives.

  • IMPROVING TRAINING: We raised the employer contribution to our joint union-employer training fund to create better pathways to training and better paying jobs. This will invest millions of dollars into our workforce development.

  • IMPROVING RECRUITMENT & RETENTION: With dramatic pay raises throughout the store, helping address workplace safety, keeping our quality health and pension plans, and an increased investment in training and education, this will help recruit and retain workers in our stores so we can be safely staffed.
