Despite More Progress This Week, Still Major Problems

We have just wrapped up three days of negotiations. The short version of the update is that despite many bargaining sessions over the last four months, and some progress on some issues including scheduling improvements, we are still a very long way from reaching an agreement. The major roadblocks that remain would likely be strike-level issues.

Some of the specific items where solutions have been tentatively agreed to include safety, workforce development and training, bereavement and most recently a major breakthrough with Kroger on a large-scale solution for our pension problems. That Kroger pension solution is conditional – it only can be part of a global solution, which includes reaching a pension agreement with Safeway/Albertsons. We have a pension proposal in front of Safeway/Albertsons and are awaiting their response.

 After months of waiting and member action,  the employer finally presented their first wage proposal of 30 cents, 25 cents, and 25 cents.  Although this is what we won in the final hours of 2016 bargaining, it is only a fraction of what we need.

We are moving forward. We have taken action across the region including building our Contract Action Teams, leafletting customers at over 150 stores. All this has been building our strength as a union and connecting with our customers. Next week we will hold 32 Informational Pickets with members of UFCW 367, Teamsters 38 and UFCW 21. Still at It, A Long Way to Go

We had two days of contract negotiations this week – the last week before many contract expirations. Along those lines we were able to come to an agreement with the employers to extend our contracts with protections for retro-compensation. 

It remains clear to our Union Member Bargaining Team that we need to make some significant progress on many issues in our 2019 negotiations including higher wages. We need to continue to work on issues that are connected to the quality of our jobs and often are closely related to our pay – issues like; scheduling, staffing, training, and safety.

Over the last two days we traded proposals with the employers as follow up on our earlier round of safety proposals. While we made some progress on this front, we have a long way to go to adequately address safety issues in our stores.

The Union Bargaining Team also presented evidence in support of our scheduling proposals, including:

  • More advanced notice —two weeks

  • Access to more hours—before our employers hire new staff, those hours should go to us

  • More control over our schedules—we should be able to choose our shifts

We know these systems already work in many of our stores. Meat departments have daily seniority and many members in our union have the ability to select their own schedules. We proposed that the employers take the systems we already have that are working well and expand them to everyone.

We made it clear to the employers: we passed our scheduling law in Seattle and we are prepared to pass it statewide unless they are willing to come to the table with solutions.

Safety is key - for us and our customers

It is clear to our union member bargaining team that we need to make some significant progress on many issues in our 2019 negotiations including higher wages. Wages are important to all of us, but before we address compensation, we need to continue to work on issues that are connected to the quality of our jobs and often are closely related to our pay – issues like; scheduling, staffing, training, and safety.

Member feedback from surveys is clear: workplaces need to be safe for us and our customers.  Thousands of members have shared their experiences with safety issues at work; lack of training, harassment and bullying from managers and customers, unsafe equipment, and poor staffing.

Our proposals around safety include:

  • Guarantee protections against retaliation when workers bring up issues around bullying, harassment, food safety, or customer safety—no one should be disciplined for making their store safer.

  • Improve safety committees that employers are legally required to hold, and make sure that we have trained union stewards in every meeting.

  • Require that our employers provide training on bullying and harassment and customer de-escalation techniques.

  • Paid time for the Safety Coordinator in each store to work on safety issues in the store.

Take Action:

  • Make sure you and your co-workers have downloaded the UFCW 21 app.

  • Keep taking your breaks. When we all take meal and rest breaks that are protected in our contracts and the law, we will force our employers to better staff our shifts.

  • As break actions wrap up, we will start a new round of button up actions next week and wear them through early May when our first contract expiration dates take place. (see buttons below)

We spent all day today in negotiations between our member bargaining team and the employer representatives, exchanging proposals on workplace issues like scheduling, safety and bereavement leave. We made progress on bereavement reform that we have been attempting to fix for many contracts. And we were also able to have conversations with Kroger about long-term fixes to our pension.

On the eve of our March 29th negotiations dozens of community organizations, elected officials and other labor organizations came out to show their support for a strong grocery store workers contract. Evening events were held simultaneously in Seattle, Mount Vernon and Silverdale with our bargaining team members briefing these partners on the top issues we will be working to address in negotiations.

More Pressure Needed to Make Necessary Progress

At this stage of negotiations, it is critically important that we increase the level of activism around our region from all of our stores. More and more members have been attending our Contract Action Team Meetings and if you have not been able to attend one near you, please consider coming out to a meeting in April.

These meetings are where we plan our large-scale, store level actions like the breaks actions that will be taking place in the coming month. Keep a look out for materials promoting the actions in the near future. Widespread, collective action by thousands of members in the stores is what drives progress in our negotiations to solve problems around scheduling, staffing, workplace safety and our many other issues.

Yesterday, our union member bargaining team met with the employers’ representatives for the first time in our 2019 contract negotiations. We were able to present a series of what are called non-economic proposals to the employers and they will now have the opportunity to review them, respond to our initial proposals and also present theirs to our team at following sessions. Our set of proposals are grounded in the feedback we received from a record number of member surveys. We discussed secure scheduling with more advanced notice and control, short staffing, getting more training, workplace safety, and proposals to make our union stronger.

Grocery Store Member Bargaining Team Meets

Contract Negotiations to Begin on March 12th

Our Union member bargaining team gathered this week to make final preparations for the 1st bargaining session with our employers in the upcoming contract negotiations that will begin in March.  These negotiations are our opportunity to improve and protect our wages, benefits and working conditions. Work over many months, meetings with members, getting a record number of member surveys, and holding a great kick off with leaders from stores across the region have all helped to pull together a strong bargaining team and to prepare a series of our initial proposals to improve our jobs in our union grocery stores. UFCW 21 and Teamsters 38 will be negotiating together again this year. The bargaining team is made up of members from across the region and from all banners, as well as a diverse representation of various departments, experience levels, and each of the contracts that will be renegotiated.

You are all invited to join a live Telephone Town Hall on the evening of March 12th and we will relay what happened on the first day of bargaining and answer member questions. You will receive a phone call in advance with details.
